Abstract:

The focus of this paper is on the analysis of the C2 process as the information warfare (IW) “battle space.” Such examination allows to integrate the OODA loop and the cognitive hierarchy in the IW model and to understand in depth three parts of IW - process improvement, process attack and process protection. An information strategy to cope with the challenges of IW is suggested based on the analogy of the tendency from war to military operations other than war (MOOTW), conducted by Combined Joint Task Forces (CJTF) in the physical domain. The author advocates similar transition from IW (private, corporate, interstate, world) to information operations other than war (IOOTW), conducted by Combined Information Task Forces (CITF). Priority areas for IOOTW are: research and development; education and training; leadership development; reengineering of the organizations at all levels; interactive connectivity among people; international early warning for potential conflicts and instability; international rapid reaction to prevent conflict and diffuse conditions for instability.
